Are they in any way water-resistant? If so, they will also be dye-resistant.
Are they washable? You can't dye anything that is not washable.
Are they an easily-dyeable fiber, such as cotton or hemp? Polyester is not practical to dye at home, and and polypropylene is impossible. Outdoor cushions are commonly made of a fiber called Sunbrella, an acrylic fiber which is dyed in liquid form, before it is ever made into fabric.
The easiest and least expensive solution would be to make new covers for your faded cushions.
