If i am tie dyeing silk do i soak in soda ash or vinegar solution before the dye and microwaving?
... be cautious with your microwave and dyeing, particularly if you're using soda ash rather than vinegar, because it can scorch the fabric VERY quickly.

You can use soda ash or vinegar as your pre-soak for silk. Just don't use both! (When you mix vinegar and soda ash together, they neutralize each other.)
You can dye silk with Procion MX dyes and soda ash at room temperature, using the exact same recipe as for tie-dyeing cotton. You can use the microwave to warm it up to speed the reaction if you're in a hurry, but it's much more usual to just leave the dye and soda ash on the silk overnight, and wash it out the next day.
Dyeing silk with Procion MX dyes and vinegar is best done with heat, either microwaving or steaming or heating in a pot. Here's Dharma's recipe for Tie-Dyeing Silk in a Microwave with Vinegar.
